There are many options for hotels in Perth!
First, select your region - above are my suggestions:
Perth CBD - easy access to "research" and public transport. But Perth CBD is small, a bit boring and not the attraction of Perth.
Northbridge - the party is the area where you when you stumble to drink every night and go home. Backpackers are the currency of a dozen here. I recommend backpackers meters.
Fremantle - relaxed, but many shops, markets, musicians, cafes vibe. connected to Perth on the Train Line
Cottesloe - the best beach in Perth (in my opinion) and not two backpackers are impressive - Ocean Beach Hotel and Cottesloe Beach Hotel. I think 26/night rate of HBC at the beginning of about $. Not available for Perth but not by the aussies that is needed abroad to remain there.
You will not find any problems at $ 15/night cheaper, unless you ask about weekly rates. But I strive to U.S. $ 20-25 per bed per night. There are manyWebsites with mixed dorms, not sure whether the number of single-sex dorms. All places should this information on their websites.
